Not strictly. Under RBI's export framework effective 1 October 2026, a software exporter in the Domestic Tariff Area can have its Export Declaration Form certified by its Authorised Dealer bank instead of STPI.
Key points
- Bank certification is permitted, so STPI registration is no longer the only route.
- Many GCCs still register as Non-STPI units because certified declarations strengthen the export evidence used in GST refund claims.
- Confirm your AD bank's EDF process before the first remittance from the parent.
